My kids recently had me listen to a piece of music that was Latin in style, but it was done with a lot of different car horns! Now we're trying to find the name and musicians behind it.

you are on the right track since I do recall hearing something like that in a Young Peoples' Concert hosted and taught by Leonard Bernstein with the New York Philharmonic but I saw the original broadcasts and ... well that was a very long time ago

2003 Country hit, "Big Star", the song "New Car" by Cledus T. Judd used the instrumental portion of "Cars" after each chorus, partially performed with car horns.
