To "take the bull by the horns" usually means to pursue something with passion, or to take a challenge head on.

What is meant by 'he took the bull by the horns' ?
Meeting or attacking the problem "head on". If you were to take a bull by the horns, it would be dangerous and difficult to handle...but shows confidence!
