What is the exact purpose of Balance horn and control horn in aircraft flight control system?
The balance horn contains a weight to balance the flight control to prevent flutter at high speeds. It keeps the C of G of the flight control away from the hinge axis so it is harder to move. Also it adds surface area ahead of the hinge line to reduce control forces on the stick or rudder pedals (aerodynamic balance).

Early flight controls were overbalanced so the trailing edge would go up on an elevator or aileron. They tried to keep the weight of the control down by making them fabric covered.

Modern aircraft are under balanced (trailing edge heavy) because it has the same effect as over balance but with less dead balance weight required. Cessna flight controls are underbalanced.

The control horn is just a lever on the flight control where the control linkage attaches (usually a push-pull rod, but sometimes cables or torque tubes).
